Greek myth has a lot of incest because of Zeus.

It's not only Zeus! Honestly Hera being his sister is the least of the problems they had (they didn't even grow up together) and all previous generations were incestuous too! His parents were brother and sister! The parents of his parents were mother and child! You can't blame Zeus for all the incest.
He agreed to Hades/Persephone but it wasn't his idea, and I'm not even talking about incest among humans!
